Govt re-fixes Renzushah’s seniority

Jammu, Feb 6: The government Wednesday ordered amendment in the seniority list of KAS officers on 1999 batch to reset the seniority of Farooq Ahmad Renzu, presently posted as Vice-Chairman Srinagar Development Authority (SDA).
As per order no. 191/GAD of 2013 issued by the General Administration Department (GAD) today, Renzu has been elevated in the KAS seniority list 1999 from no. 167 to 44A1, with immediate effect. In the rearranged seniority list, as per the order, Renzu will now figure above MA Bukhari (IAS), M Abbas Dar (IAS), Shagufta Parveen (IAS), Sheikh Mushtaq (IAS), M Afzal Bhat and around 100 other officers.
The seniority position of Renzu remained entangled in a legal battle for the last 28 years. Earlier, on the same analogy seniority of MA Bukhari was re-fixed in 2003-2004 by making amendment in the seniority list of KAS officers of 1999 and his position was elevated to 44B.
Bukhari consequently, on the basis of elevation in seniority position, became entitled for induction into IAS. Although some officers had approached the Supreme Court against the Division Bench judgement on fixation of Bukhari’s seniority in SWP no. 3982197.
titled Nazir Ahmad Sheikh v/s State and others, however, the objections were not entertained by the Apex court.
The government while implementing the judgement in favour of Bukhari in 2003-2004 could not implement the same in favour of other left-out officers including Renzu who had topped PSC examination in the Information Cadre in 1980. The government at that time preferred to challenge his claim in the Division Bench in case titled Sheikh Nazir v/s state. However, the Division Bench on 10-06-2011 upheld the single bench decision of High Court in favour of seniority position of Renzu. Since then the matter was in the GAD awaiting implementation. The Law Department gave its opinion on the matter in January 2012 for the implementation of the judgement.
The formal orders for fixation of Renzu’s seniority were finally issued by the GAD today.
