Transfers in violation of rules

Jammu and Kashmir Government has pulled up administrative secretaries for issuing transfer orders without approval of the competent authority during Governer’s rule.

In a candid admission, the General Administration Department today  said that some administrative secretaries have or are issuing transfer and posting orders of officers and officials at their own level without the approval of the competent authority.

   

“This act on the part of such Administrative Secretaries is not only unbecoming of a senior government functionary but also a stark violation of the provisions contained in SRO-281 dated 23;06;2018 and SRO-407 dated 11;07;2018,” reads  the GAD  circular.

According to the circular, all the administrative secretaries have been directed to process all transfers and postings proposals of officers and officials in light of the provisions contained in SRO-281 and SRO-307 failing which, the concerned administrative secretary will be accountable for consequences.

“The Administrative Departments will henceforth, submit the details of Government Orders under ‘Monday Returns’ to the General Administrative Department specifically indicating against each Government Order the authority which has approved the proposal for the said government order,” the circular states.

It has been learnt that some administrative secretaries, particularly two of them, have issued transfer orders during Governer’s rule without seeking approval from the competent authority.
